Grass Pitch Service Level Agreement

Introduction

This agreement details the responsibilities of the Eligible Organisation and the Site User (Football Club or League) who work in partnership to improve the quality of the grass football pitches, in connection with funding from the Football Foundation. It is separate to any existing lease or hire agreement and relates only to the grass football pitches at the named site.

Ethos and purpose

To set out the roles and responsibilities of each partner to improve the quality of grass pitches at the site. The Eligible Organisation has agreed to receive Football Foundation funding, the terms of which last for a minimum of 10 years, to improve the quality of the grass football pitches at the site.

Key information

• owns the site by way of Freehold.
• The football pitches at the site are used by [ Club / League ].
• The partners will meet regularly and agree a reporting system so each is kept informed of works.

Key partner roles

(Eligible Organisation) is responsible for:

• Commissioning a contractor to carry out improvement works to the pitches as set out in the PitchPower assessment report.
• Providing an agreed annual schedule of maintenance that clearly outlines the tasks and frequency it is responsible for.
• Discussing additional site-user / booking requests with the partner club(s) so the pitches are not overplayed and continue to meet the required standard.

The Site User (Football Club / League) is responsible for:

• Signing this agreement to confirm they use the site and intend to retain it as a site they use on a regular basis.
• Growing football opportunities, including equal access for girls (agreed locally with the County FA), being open and welcoming to all, and retaining England Football Accreditation.
• Working with the Eligible Organisation to protect pitch quality to the Performance Quality Standard of “Good”, which may at times mean cancelling matches, for example during bad weather.
• Providing regular updates on booking requirements and notifying of cancellations and changes as soon as practically possible.
• Following all goal-post safety measures and RESPECT requirements (parent barrier/line, technical areas, RESPECT signage).
• Supporting the PitchPower inspections at the set times during the season.

Changes and review

This agreement can only be changed with full consultation of all partners, in consultation with the relevant County Football Association and the Football Foundation. It is subject to review every 12 months.
